What the RUC is and how to read it
The Registro Único de Contribuyentes identifies every person or business with economic activity in Ecuador. What its thirteen digits mean, which statuses it can have, and which myths deserve retiring.
The RUC (Registro Único de Contribuyentes, the taxpayer registry number) is how the Servicio de Rentas Internas identifies whoever carries out economic activity in Ecuador: people with a business, companies, institutions. The SRI has administered it since Law 41 (Registro Oficial 206, December 2, 1997) created that institution.
What the RUC is
It is the taxpayer's tax identity: without a RUC there is no invoicing, no filing and no contracting with the State. It follows the person or the company for their entire economic life, and it does not change even if the name, the address or the activity do. That stability is the reason why in this directory the RUC is what identifies a company, not its legal name.
The thirteen digits, piece by piece
Take a real RUC from the corporate registry: 1790016919001.
- 17. The code of the province where the taxpayer registered (17 is Pichincha). Careful: it is the province of registration, not necessarily the current domicile: a company can move without changing its RUC. That is why this site's map of companies by province is built with the registered domicile, not the RUC prefix.
- 9. The third digit marks a company: nearly every company in the registry carries it (over 99.9% of the directory's 221 thousand). For an individual, by contrast, the RUC is their national ID plus a suffix, and that digit is simply the third one of their ID.
- 0016919. The sequential number, capped with a check digit that catches miscopied numbers.
- 001. The final suffix. Here lives the most repeated myth.
The 001 myth
It is widely claimed that "the 001 identifies the head office". Not so: article 3 of the RUC Law regulations establishes that the number ends in 001 for every taxpayer. The RUC identifies the taxpayer, not its locations.
The RUC and the establishments
Locations are numbered separately, in the SRI registry of taxpayers and establishments: 001, 002, 003… That establishment numbering is not the same as the RUC suffix, even though they look alike. Each establishment has its own status (open or closed), its address, and sometimes its trade name, which tends to be the name people know the business by, not its legal name.
In each company profile of this directory, the "Where it operates" block shows those establishments. It is among the most useful and least looked-at data: comparing what the company says about itself with the locations it actually keeps open settles many doubts in a minute.
Active, suspended, deregistered
The RUC has its own status with the SRI, and it pays to read it right:
- Active. The taxpayer is in a condition to operate and invoice.
- Suspended. Its tax standing is interrupted. It is the signal that should most stop a payment, because it affects the validity of whatever it invoices you.
- Deregistered (pasivo). The taxpayer ceased activities or its registration was closed.
This status is not the same as the legal status in the corporate registry: they are two facts set by different institutions, and they may not match. A company active before the Superintendencia with a suspended RUC is a real and frequent combination. We explain it in the legal status guide.
Regime and category
The registry also states under which regime the taxpayer pays and in which category. RIMPE is the simplified regime for entrepreneurs and small businesses, created by the Ley Orgánica para el Desarrollo Económico y Sostenibilidad Fiscal after the COVID-19 pandemic (Registro Oficial supplement 587, November 29, 2021), and it distinguishes between negocios populares (small businesses) and emprendedores (entrepreneurs). That label changes very concrete things: among others, which receipts the taxpayer is required to issue.
It also records whether the taxpayer must keep accounting books, whether it is a withholding agent (when paying third parties it withholds taxes and remits them to the SRI) and whether it is a special taxpayer (designated by the SRI for its size, with more obligations): three marks that determine its calendar of obligations.
Who issues it and when
For a new company, the RUC is issued after corporate registration: the March 2023 reform (Registro Oficial supplement 269) ordered the SRI to issue it within 24 hours for freshly incorporated companies. Since then, incorporating an S.A.S. online and holding a RUC can be a matter of days. The full path is in how a company is incorporated.
Company RUC and individual RUC
This directory covers the companies of the corporate registry. Individuals with a business also hold a RUC, their national ID plus the 001 suffix, but they are another universe: millions of records administered by the SRI, many of them suspended or closed over the years. That is why a search here does not find a person with a RUC: we publish no personal profiles, by design and under the Ley Orgánica de Protección de Datos Personales (Registro Oficial fifth supplement 459, May 26, 2021).
How to check a RUC
You can look it up in this directory if it is a company, or check it in the SRI's online services (sri.gob.ec), which is the official source. If the RUC exists but does not appear here, it most likely belongs to an individual or to an entity that does not report to the Superintendencia de Compañías.
A practical warning: always check by number, not by name. Two companies with nearly identical legal names, one active and one dissolved, are the most frequent mistake when verifying a counterparty, and the RUC is the only thing that tells them apart without ambiguity.
Frequently asked questions
- What do the first two digits of the RUC mean?
- The code of the province where the taxpayer registered: 17 is Pichincha, 09 is Guayas. It is the province of registration, not necessarily the current domicile.
- Does the final 001 mean it is the head office?
- No. That is the most repeated myth about the RUC. The number ends in 001 for every taxpayer, per article 3 of the RUC Law regulations. Establishments are numbered separately in the SRI registry.
- What is an individual’s RUC?
- Their national ID number followed by 001. That is why an individual’s RUC shares the same first ten digits as their ID.
- What does a suspended RUC mean?
- That the taxpayer’s tax standing is interrupted. It is a different fact from the legal status in the corporate registry, and the two may not match.
- How long does a new company’s RUC take to be issued?
- Since the March 2023 reform (Registro Oficial supplement 269), the SRI must issue it within 24 hours for freshly incorporated companies.
